Can someone please explain this workout instruction? "one week a month do all workouts several levels below your current level".

Hi spicy0853 and welcome! :)
It means that when you for three weeks have done the workout at a given level you level down a do a rest week
eks. if you are at level 3 a your normal workout you level down to level 1 and do the workouts of that level on a rest week.
If you are at level 1 come the forth week you can scale it down so it becomes easier..

Depends on your current level.
I am at L2 - so I go to L1 with subs on all movements. Bodyrows, pushups on stairs or tailgate, and lunges with hip flexibility work. L1 as rx'd isn't enough of a rest for me.
Sometimes I use my rest week as a time to experiment or to do GTG (grease the groove) work on a movement. It's up to you.
