An extract : If the workouts take longer than 30 minutes or less than 5 minutes, decrease or increase your level, respectively

Back when I started, the rule was that if you could do day 3 in less than 5 minutes you could start the next level.

This has always been the rule (and still is), but it was never (and still isn't) written out quite so simply. The explanation you quoted is the only explanation there has ever been on the SF site proper.
