I think the best option may be for somebody to post the doc on Google docs and then add other as collaborators everybody would just need a gmail account. then when it is finished you can export to pdf from Google docs.

Ok now i have posted my work on google docs, and the doc file is open for anyone to edit!
I have also posted a pdf file of the doc file, so people can see how the doc file rely should look
