Actually, you can discern a pattern in the progression between levels. Let's take D3 pullups as an example:
L1 - L2 = 3 difference
L2 - L3 = 3
L3 - L4 = 6
L4 - L5 = 6
L5 - L6 = 6
L6 - L7 = 8
L7 - L8 = 10
The purpose is to, every time you go up one level, you push yourself harder; which in theory is pretty logical since once you start going up levels you start getting in better shape and thus be able to handle more reps.
